WASHINGTON - The U.S. State Department said Monday that Sunday's presidential election in Chechnya were not up to international standards.
'We know that there were serious flaws in the electoral process there, especially the earlier disqualifications of a leading candidate on a mere technicality,' State Department spokesman Richard Boucher said. Alu Alkhanov, the newly elected incoming Chechen president, had the backing of Russian President Vladimir Putin in the election to replace assassinated pro-Moscow President Akhmad Kadyrov.
